Citizenship and Immigration Canada (CIC) is the federal department that manages Canadian citizenship.  New Canadians have taken loyalty oaths pledging their commitment to the responsibilities and privileges of Canadian citizenship.

1. Permanent Resident (PR) Status

  • You must have permanent resident status in Canada.

  • Your PR status must not be under review for fraud or subject to a removal order.


2. Physical Presence Requirement

  • You must have been physically present in Canada for at least 1,095 days (3 years) in the past 5 years before applying.

  • Time spent in Canada as a temporary resident (e.g., student, worker, visitor) or as a protected person may count as half-days, up to a maximum of 365 days.


3. Income Tax Filing

  • You must have filed your taxes in Canada for at least 3 years within the 5-year period, if required under the Income Tax Act.


4. Language Requirements

  • If you are 18–54 years old at the time of your application, you must show adequate knowledge of English or French (speaking and listening).

  • Proof can be through test results, transcripts, or Canadian schooling.


5. Knowledge of Canada

  • If you are 18–54 years old, you must pass the citizenship test (20 questions about Canada’s history, values, institutions, rights, responsibilities, etc.).


6. Prohibitions

You may not be eligible if you:

  • Are under a removal order.

  • Have unfulfilled conditions related to your PR status.

  • Have been convicted of an indictable crime in Canada (or equivalent abroad) in the last 4 years.

  • Are in prison, on parole, or on probation.

  • Have been convicted of war crimes or crimes against humanity.


7. Other Notes

  • Children can apply with their parents, but they don’t need to meet the residency requirement themselves if the parent does.

  • Minors under 18 require at least one parent to be a Canadian citizen or applying at the same time.
